Translation - Part 1

1. Настоящая Доктрина является документом стратегического планирования, в котором отражена совокупность официальных взглядов на национальную морскую политику Российской Федерации и морскую деятельность Российской Федерации.
1. This Doctrine is a strategic planning document that reflects a set of official views on the national maritime policy of the Russian Federation and the maritime activities of the Russian Federation.

2. Правовую основу настоящей Доктрины составляют Конституция Российской Федерации, федеральные конституционные законы, федеральные законы и иные нормативные правовые акты Российской Федерации в сфере морской деятельности, а также общепризнанные принципы и нормы международного права, международные договоры Российской Федерации в сфере морской деятельности и использования ресурсов и пространств Мирового океана.

2. The legal foundation of this Doctrine consists of the Constitution of the Russian Federation, federal constitutional laws, federal laws and other normative legal acts of the Russian Federation in the sphere of maritime activity, as well as universally recognized principles and norms of international law, international treaties of the Russian Federation in the sphere of maritime activity and use of resources and spaces of the World Ocean.

3. Настоящая Доктрина учитывает направления и целевые ориентиры, предусмотренные Стратегией научно-технологического развития Российской Федерации, указами Президента Российской Федерации от 7 мая 2018 г. № 204 «О национальных целях и стратегических задачах развития Российской Федерации на период до 2024 года», от 21 июля 2020 г. № 474 «О национальных целях развития Российской Федерации на период до 2030 года», прогнозом научно-технологического развития Российской Федерации на период до 2030 года, конкретизирует и развивает основные положения Стратегии национальной безопасности Российской Федерации, Военной доктрины Российской Федерации и других документов стратегического планирования, связанных с морской деятельностью.

3. This Doctrine takes into account the directions and target guidelines provided by the Strategy for Scientific and Technological Development of the Russian Federation, decrees of the President of the Russian Federation of May 7, 2018 No. 204 "On National Goals and Strategic Tasks of Development of the Russian Federation for the Period until 2024", of July 21, 2020 No. 474 "On National Development Goals of the Russian Federation for the Period until 2030", the forecast of scientific and technological development of the Russian Federation for the period until 2030, specifies and develops the main provisions of the National Security Strategy of the Russian Federation, the Military Doctrine of the Russian Federation and other strategic planning documents related to maritime activity.
